絶望を希望に変える南三陸の人々の力

　南三陸は豊かな土地だ。小野寺寛さんは、この土地の歴史を読み解く。
　高台に遺る縄文遺跡は、数千年前からこの地域が海と山の恵みに恵まれた土地であることを物語っ
ている。奈良・京都が栄えた頃、金を産したこの地は、中央政府にとってきわめて魅力的な場所で
あった。馬産地でもあり、良質な絹を産する豊かな里は、遠方からの人々をいにしえから呼び込み続
けて来たのである。
　踊りや歌が大好きな人が町に多いのも、古来から新しい文化がいち早く流入し続けていたからでは
ないかと小野寺さんは考えている。
　しかし、この地は津波の災禍に繰り返し襲われても来た。
　町内には、船河原や残谷( のこりや)、大船、波伝谷など、津波と因果関係がありそうな地名が多
く残されている。たとえば、戸倉地区には山の中に、田子座 とい う土地がある。小野寺さんは、これ
は「タコ」が津波で山の中まで流されたことから付いた地名ではないかと推察する。先人たちが名づ
けた土地の名前は、大自然の営みと人々の経験に裏付けられて継承されてきたものなのではないだろ
うか。
　東日本大震災で大規模流失した平地の町は比較的新しい。津波に何度か襲われながらも、海の近く
に多くの家が建てられ続けて来た。自然と人が共生するためにはそれぞれの領域を、今、見直すべ
き時に来ているのかもしれない。
　このように圧倒的な自然の力の前に、何度もすべてを奪われながらも復興し生きてきた誇らしい歴
史が南三陸にはある。そう小野寺さんは考える。人々は生きるために、相互扶助のための契約講とい
うしくみを維持し、現在に至るまで支え合ってきた。その仕組みの中では、どんなに力が弱くても、
それぞれが家を保つことができるように、周りの者が面倒をみる。集落のそれぞれが、それなりの生
活を維持するために人々は知恵と力を合わせてきたのである。
　南三陸は土にも空気にも水にも恵まれている。この美しい環境の中で生産される野菜や穀物、魚な
どは、人の生命を維持するためにもっとも大切な役目を果たす薬のようなものだ。成熟社会において
は、良質な地の物を食して健康を維持し、楽しく心豊かに生涯現役で日々を暮らす「幸福」の形こそ、
これからのライフスタイルではないかと、小野寺さんは語った。
　豊かな自然、美しく清らかな風土、災禍を幾度となく乗り越え、支え合って生きる精神。それが南
三陸の宝物だ。絶望を希望に変える力を南三陸の人々は、心の奥底
に持っている。今こそ、新しい時代の新しい生き方、新しいライフスタイルを、この町から創り出し
て行く時だと、小野寺さんは力強く語ってくれた。

Hiroshi Onodera

Minamisanriku is a land filled with abundant natural riches.
Mr. Hiroshi Onodera explains the history of this land.
Ruins from the Jomon age have been found on the high lands, which
show that this area has been blessed with the “fruits of the sea and
land” for thousands of years. In ancient times when Nara and Kyoto
prospered, this land that was rich in gold was very attractive to the
central government. Minamisanriku was famous for horse breeding
and for high-quality silk production, and continuously attracted
people from distant regions.
However, this land has also been repeatedly destroyed by huge
tsunami.
In the area that was swallowed up by the huge tsunami waves in the
Great East Japan Earthquake, a comparatively new town had been
built on flat land. Though their houses were repeatedly devastated by
tsunami, many people continued to build their homes near the sea.
Now may be the time to review the areas where nature and people
can live together in harmony.
Because this area is one that has undergone many hardships through
natural disasters, people have always supported each other in a spirit
of cooperation. Their ancestors formed the social organization
“Keiyakuko” to help those in vulnerable situations keep their homes
and property.
Minamisanriku can be characterized by rich, beautiful and pristine
natural surroundings, and its people by their enduring spiritual
strength to overcome countless disasters and their generous support
in helping each other. This is the most valuable possession of
Minamisanriku. Its people have the power deep within themselves to
turn despair into hope. “Now is the time to start creating a new way
of life for a new era in this town,” said Mr. Onodera with passion
