豊かなふるさとを子どもの心に育てたい

「自分たちが子どもだった頃、ぼくたちが遊んでいると、
町の人たちが遊んでくれたり教えてくれたり叱ってくれたり、
地域が子どもを育てていました。今、南三陸町の子どもたちには
歩いて登下校する時間さえもありません。地域とふれあう時間を作らなければならないと
思いました。」

そう語るのは、一般社団法人南三陸町復興推進ネットワークの及川渉さんだ。
及川さんら若い世代は、その活動を通して2012年春からコミュニティ再生や教育を通した
まちづくりのための活動に力を注いできた。

かつて、志津川小・戸倉小・入谷小の6年生は、戸倉沖からの3キロの遠泳を体験した。
惣内山への登山や化石の発掘など、子どもたちはこの南三陸の大自然をフィールドに
暗くなるまで遊んだ。思いつくことはまずやってみて、大人に叱られて初めてわかる。
それが本来の子供の放課後の過ごし方だ。

大人になっても遠泳の話題になると、友だち同士でおおいに盛り上がる。
そんな思い出を共有できる未来を子どもたちに届けたい。そう考えて及川さんは
南三陸で復興支援を続けているＮＧＯ特定非営利活動法人ピースウィンズジャパンと
協力し、「わらすこ探検隊」というふるさと学習の機会を作り出した。

銀鮭の養殖場に行ったり、トマト農家での体験をしたり、磯の観察会に出かけたりする。
森や川で過ごすこともある。季節毎に無限のプログラムが展開できる。
サケの雄雌の見分け方、神社のお詣りの仕方、そんなふるさとの常識がいつのまにか
子どもたちの中に蓄積していく。

参加した子どもたちにも変化がある。ほかの学校の子どもたちと仲良くなったり、
自分を出せなかった子がめきめきと元気になったりする。
活動を通して得られるさまざまな発見と学びが、子どもたちを生き生きさせる。

この活動は、子どものものだけではない。一緒に参加している大人たちが、
ふるさとの良さに改めて気づく場にもなっている。ジュニアリーダーの子どもたちも
活躍できる絶好の場だ。

この町はいいなあと思う気持ちが、進学や就職でこの町を出て行った若者たちを
南三陸につなぎ止めると及川さんは語る。豊かなふるさとを将来思い出せるように、
今こそ、子どもたちには南三陸のすばらしさを体感できる時間が必要なのだ。
そして、「わらすこ探検隊」のプログラムは、町外の人たちと町をつなぐ地域資源にもなる。
及川さんはこの活動の発展的な未来を見据えている。

“When we were children, adults in the town would play
with us, teach us things, and scold us when we
necessary. The people of the community all had a hand
i n b r i n g i n g u p c h i l d r e n . N o w , c h i l d r e n o f
Minamisanriku do not even have time to walk to and
from school. I thought that the children needed more
time to have contact with people in the community,”
says Mr. Wataru Oikawa.
He belongs to the Minamisanriku Town Recovery
Promotion Network, and cooperates with “Peace Winds
Japan,” a non-governmental organization (NGO) and
non-profit organization (NPO), which has continued to
support reconstruction in Minamisanriku. Together,
they have launched “Warasuko Tankentai (Children’s
Expedition)” to offer them opportunities to learn about
Minamisanriku.
In the program, participants go to a fish farm of silver
salmon, experience farming, and go exploring along a
rocky shore. They learn how to distinguish a male fish
from a female, the correct way to pray at a shrine …
such common knowledge that has been passed down
from generation to generation in Minamisanriku has
been absorbed by the children before they realize it.
Some children who were shy at the beginning became
animated quickly after starting this program. Feelings of
affection for Minamisanriku will draw young people
back even if they leave the town to go on to schools of
higher learning or get a job. Now is the perfect time for
our children to experience all the wonderful qualities of
Minamisanriku.
